We should have a notifications page. Linked in the header nav, it should show new actions from other users on repos you own, are a contributor of, or that you have starred. The header nav link should have an indicator when new notifcations are available and be state aware.
We want to add @user comments as well that let you like to a user and they will get a mentioned notification. Along with this we need notifications for new pull requests and issues.
